Most of the time, when it does happen, I can tell because I can turn off the PC that has the duplicate IP address and still ping the IP address. It is a simple test. We have tried to troubleshoot this problem with article "How to Troubleshoot Duplicate MAC Address Conflicts [Q164903]". But we were not able to find the duplicate IP address. My question is, are there any 3rd party utilities available to do searches via MAC address? Or is there another way to troubleshoot this?

I does not appear that you have a duplicate name problem. You have a duplicate IP address problem. You can NOT have the guest and the host both using the same IP address. Giving the guest a different IP address than the host will not in any way prevent NAT from working and allowing your guest to access the Internet

A returning ARP would tell you that the address was a duplicate. - if so is it a good idea to automatically shut your interface down if a duplicate IP address is detected on startup? Are there any situations where false returns might be reported? There are two situations where you're likely to get a response.

If you duplicate a LAN IP block at both ends of a wireless link, it's going to act exactly as if you plugged the duplicate IP's into the other network. Bad idea. Back in NT4 days, you could not assign same static IP to more than one adapter, even if only one of them was active at a time. This was a major annoyance with removable devices (pcmcia and such).
